123 deal: A diplomatic triumph for India

After 60 years of Independence, we have to learn to see ourselves as shapers of our own destiny, not helpless subjects of the will of others. It will take more than a law written by an over-the-Hill Congressman, anxious to attach his name to an important piece of legislation, to fetter our nation’s freedom.

The UPA panel is at work, the dem-onstrations and marches have not quite spent themselves, and everyone who has an opinion to expre-ss on the 123 Agr-eement has already done so, multiple times, on every available media platform. We have had ideologues and nativists, retired diplomats and untiring politicos, know-it-alls and know-nothings, analysing for weeks every subtle nuance of the 123 Agreement, the Hyde Act, the advantages of thorium over uranium and whether our foreign policy will now become a foreign policy. Is there anything left to say?

Perhaps not, but as the last speaker in a debate might say, “everything has been said, but not by everybody”. I feel obliged to add my two paise worth to the national conversation on this subject. As someone who is not particularly enamoured of nuclear weapons in anyone’s hands — ours or others’ — i have not found myself unduly stirred up by the current brouhaha. But seeing our honourable prime minister being traduced for what is, irrespective of the merits of the nuclear accord itself, an astonishing diplomatic triumph for his government, impels me to weigh in.

The fact is that, whatever one thinks of nukes, or the relative weight of nuclear energy in our national power grid in 2020, this was an extremely difficult agreement to pull off. It gives the government of India everything it could have asked for, given the parameters it was working within. The negotiators’ brief was a tou-gh one: they had to obtain supplies for nuclear energy, preserve India’s military nuclear programme, and be treated on a par with the officially-recognised nuclear powers and signatories of the Nuclear Non-Proliferation Treaty (without actually signing it). Two years ago, if you asked a panel of experts about the probability of obtaining a signature from Washington on an agreement that fulfilled every one of these criteria, you wo-uld unanimously have been told it was impossible. That the government of India — any government of India — could have achieved this is really remarkable, and the prime minister and his negotiating team have to be commended for their triumph. The shrill voices in Washington assailing the Bush administration for having given away the nuclear store to New Delhi is proof positive of this. I have absolutely no doubt that had the BJP government been able to obtain an identical accord, it would have looked for applause from the nation. That it chooses to attack the prime minister now for this agreement is a sad reflection of the level of opposition-for-opposition’s sake to which our politics has descended today. American democracy used to be built on the premise that disagreements over policy stopped at the water’s edge. India long boasted of a foreign policy consensus across the political spectrum. Despite the current debates there over Iraq, that still remains truer of the US than of India.

Of course, the real problem for many critics is not the agreement itself, but the Hyde Act, which requires the administration of the day in Washington to certify annually that India’s foreign policy is congruent with the US’s. The GoI’s stalwarts point out that the Act is not binding on India; its critics retort, with relish, that it is binding on the US. But neither side, for reasons one can readily understand, has publicly admitted that certification is a hollow requirement, routinely accepted by American administrations in the full knowledge that they can certify whatever they wish to certify. The famous Pressler Amendment required the administration to certify that Pakistan was not developing nuclear weapo-ns; successive American Presidents did just that, even though they were completely aware of Pakistan’s clandestine nuclear programme. When relations with Islamabad cooled, the certifications stopped. In other words, as long as an administration in Washington wants to preserve good relations with India — for whatever reason — it will certify that India’s policies meet the standards of the Hyde Act, even if we are regularly burning American flags at India Gate every week. And if we cease to matter, or a US administration wants to get tough on a government in Delhi, it can just as easily withhold such certification, even if India has been going out of its way to play footsie with Washington. The real issue is the state of the bilateral relationship, not the certification requirements in a piece of legislation. The Hyde Act would be irrelevant even if it had been drafted by Dr Jekyll.

I hold no truck with those who have been accusing the Left leaders of peddling China’s interests in the name of anti-imperialism. I do not for a moment believe that the likes of Prakash Karat and Sitaram Yechury are agents of a foreign power. But reading of their crusade against the naval exercises with the Seventh Fleet this week leads me to think that their real problem is that they are prisoners of the past. Reminding people that the Seventh Fleet was mobilised to intimidate us in 1971 demonstrates to me that, all too often, the lessons we learn from history are the wrong lessons. The year 2007 is simply not 1971; not in Washington, not in New Delhi, and certainly not in the Bay of Bengal. George Santayana famously said that those who do not learn from history are condemned to repeat it. But in fact history rarely repeats itself, because the circumstances in which it is enacted change enormously over time and space. Washington is about as likely to send the Seventh Fleet into the Bay of Bengal without India’s consent today as New Delhi is likely to put the Queen on its currency notes tomorrow. What’s wrong with Ramu?

It is important to all of us that some men are insane. It is the abnormal who usually help us understand the universe, who give us technology that changes our lives, and who make films that leave us moved. Ram Gopal Varma’s madness benefited us for long. He had the courage to make films that went beyond karwa chauth. It was a fortune that he existed in the same world that was inhabited by Yash Chopra and Karan Johar. He made films that did not have songs. He made films about criminals whom we covertly loved. And about ghosts and struggling girls. In a way, that was his formula. And it was a formula that worked. But, even before Aag, he made films that were so stupid that one did not understand how a man who could be so brilliant sometimes could also be so terrible at other times.

It is natural for artistes to fail from time to time but they fail with grace, with stature. When Varma fails, he makes a fool of himself. That’s what makes it so difficult to understand him. But it is worth trying.

“He over-simplified the cops and robbers game,” says Pritish Nandy. “But there was no doubt that he was one of the finest film-makers of a specific genre. Now he doesn’t know whether he should follow the path of a Raj Kapoor or Guru Dutt whose entire lives were driven by their single-mindedness for cinema. Or whether to cop out and make factory products as most film-makers today are doing.”

Trade analyst Amod Mehra says, “Aag is not the biggest debacle of the year or the decade. It is the biggest debacle of the century. It is also the most hated film in history.” Mehra attributes the terror of Aag to the fact that Varma had recently become obstinate and egocentric, and chose to live life like a frog in the well. “He is a loner and though he pretends to be liberal, he can’t take criticism,” Mehra says. “He has such a low opinion for the opinion of others, that it is best to reserve one’s comments on him and his work,” says a script writer who used to work with him. “Ramu is a bit of psycho who lives by the rules he makes.”

Madhur Bhandarkar feels Varma should not be written off. “Creative people hit rough pockets,” says Bhandarkar, talking from personal experience. “But don’t rush to write his obituary,” he warns. Anurag Kashyap, who was also tutored by Varma says, “Ramu has been my school. He is the one from whom I learnt a lot. He is also responsible for the positive change in Bollywood.” But Kashyap adds, “I don’t relate to the Ramu of today or his films. It is sad that while Hindi cinema is progressing, Ramu himself is regressing.” Another RGV aide says that after Company, Varma became so power-drunk that he was obsessed with his rumoured genius.

He began to consider all associations as a favour he was doing upon them. He was stingy (a mysterious trait in several exceptional men like Einstein and even Don Bradman) and he got offended when people asked for their money. Manoj Bajpai and Mohanlal openly cribbed. Others left. The perception of Varma in the industry is that he is a terrible paymaster. As mainstream good cinema boomed, partly due to him, talent left him to go to other places. And Varma lost the force of unsung people who had once contributed to his success. He also lost the company of the breath-taking talent that he himself had discovered.

“I feel liberated after the break-up,” says Bajpai. “I feel like a woman who has just lifted her veil after walking out of her husband’s home after years of torture.” A trade source says, “Following the exit of remarkable talent like Bajpai, A R Rahman, Anurag Kashyap and Jaideep Sahni from his creative team, Varma was left with sycophants. He now truly believes he does not need writers, just translators.”

Varma’s humour, especially in adversity, is unique in an industry that is comically fragile. He has openly laughed at a film director who had seen Daud. “You’ve terrible taste,” he said. When a scribe asked him how he felt about the public outcry against Aag, he said, “Dead” before hanging up. He even forwarded an SMS to journalists that said that calling Aag a piece of junk was an insult to junk.

He has enough faith in himself to clearly see his blunders. But it’s a mystery how he did not see them before releasing the films. He is today in a situation where he has squandered his brand, the goodwill and the talent that wanted to flock to him. Maybe one day he will understand that a director is not only an artist whose individual brilliance is crucial but also a manager who has to harvest people. But then he probably knows this already. He once explained why he found film awards silly. “How can you have a Best Director award? A scene could have been entirely the suggestion of a spot boy. A director, most of the time, just executes.”

What Is ERP SAP, Exactly?

It is rather hard to pin down the meaning of ERP SAP. ERP, as we know, stands for Enterprise Resource Planning. In that case, what does SAP mean? SAP is an information technology acronym that when spelled out means Session Announcement Protocol. It is a form of announcement protocol that is employed for multicast sessions so that potential participants can be informed about pertinent session setup data. An SAP is usually dependent on the Real-Time Transport Protocol.

But there is also another way the SAP acronym is used in the IT world. SAP may also be used to mean Service Advertising Protocol which is employed so that servers linked somehow to the network will be identified through their respective addresses and services. In this case, SAP functions as a Netware protocol. Service Advertising Protocol allows the Server Information Table to function like a phonebook which would require NetWare clients to be knowledgeable about the real address of the server or service that they want before they can access it. Should the server that you want be unavailable, a broadcast packet that would indicate that status is delivered to the Server Information Structure. SAP agents are periodically informed about the status of a server every 60 seconds when a new broadcast packet is delivered. If there is no new periodic broadcast delivered in the span of 3 minutes, the server is called a downed server. The SAP agent will then eliminate the information about the server from the table, and is responsible for initiating a new broadcast with the information that that server is a downed server. This process permits SAP agents to maintain updated Server Information Tables.

A third way that you can derive the meaning of SAP is if it is used to refer to the Systems, Applications and Products in Data Processing company, derived from the name SAP America, Incorporated. This company houses the American operations of the software firm SAP AG of Germany. SAP AG is currently believed to be the dominant player in the world for business software solutions. Based on revenues, SAP AG is considered the third-biggest independent software developer in the global industry as well. SAP works for six different sectors in the software industry, namely, Public Services, Financial Services, Service Industries, Consumer Industries, Discrete Industries, and Process Industries.

SAP AG does not concentrate on serving just large enterprises – it also serves small- to medium-sized companies as well. SAP AG is known to have helped introduce the ERP or Enterprise Resource Planning concept which is why the company focuses on ERP systems and ERP solutions in its array of services. In the US, SAP America competes directly with major player Oracle Corporation, with the latter even initiating legal action against SAP for allegedly illegal corporate practices conducted by the SAP subsidiary SAP TN. In turn, SAP denies it has committed intellectual property theft from Oracle.

Watch for the little things you might find pleasant about the weather. Begin to notice the slight but discernible traits about each of the people that are around you. Begin to feel the awareness of the small but better changes in your health.
